ASA Philippines CEO calls for unified microfinance industry to shield nanays from compounding economic shocks

Rapa C. Lopa, President and CEO of ASA Philippines Foundation, urged the country’s microfinance institutions to move beyond isolated efforts and unite to alleviate national poverty.

Speaking to sector leaders at the 2026 MCPI Annual Conference, Lopa emphasized that MFIs are the critical second line of defense for households seeking credit after their immediate families. Consequently, when underserved clients – particularly nanay microentrepreneurs – face systemic challenges, the entire microfinance industry absorbs the impact.

“Most household’s first instinct isn’t to default. It’s to cope,” said Lopa. “El Niño is stacking on an oil and inflation shock we haven’t finished absorbing. Well-capitalized MFIs can extend grace and emergency credit. Thinly capitalized ones will be challenged. None of us has a shared signal to see the next shock coming before it’s already in our portfolios.”

Noting how recent torrential rains and global fuel volatility have actively disrupted the livelihood of nanay clients, Lopa argued that data sharing is essential for equipping the industry to handle large-scale crises. He proposed three collaborative mechanisms to build collective resilience:

  • • Establishing an Early Warning System: Sharing shock-induced Portfolio-at-Risk (PAR) data to anticipate industry-wide disruptions.
  • • Designing Strategic Financial Buffers: Mapping shared portfolio exposures to serve as the foundation for parametric insurance and other liquidity-cushioning products.
  • • Creating a Safety Net: Pooling liquidity to establish a sector-wide credit guarantee fund.

“No one institution solves this by itself,” Lopa concluded. “We solve it, or we don’t, together.”

The 2026 MCPI Annual Conference, held from August 12 to 13 at the Century Park Hotel in Manila, convened development practitioners, policy makers, and microfinance leaders. Discussions centered on building resilient communities, equipping the industry to manage risks and improving the financial health of households to drive sustainable growth.
